Why they legalized CBD and not marijuanas?

They legalized CBD but not Marijuanas if you get catch with it you will go to jail.
Cannabidiol is a phytocannabinoid discovered in 1940. It is identified cannabinoid in cannabis plants along with Tetrahydrocannabinol (THC) and accounts for 40% of the plant’s extract. As of 2019, clinical research on CBD included studies related to anxiety, cognition, movement disorders and pain.
Why not legalize marijuanas it will help so many people. I have Cerebral Palsy which causes muscles spasms and smoking a joint is the only thing which will help me.
Marijuauana is not a gateway drug, so can’t the government legalize it in all 50 state?
